The U.S Department of Education (ED) has published the notice of proposed rulemaking (NPRM) to implement recently enacted changes made to the Individuals with Disabilities Education Act, as amended by the Individuals with Disabilities Education Improvement Act of 2004 (IDEA '04).
The proposed regulations appeared in the June 21 Federal Register. This is the official copy of the proposed rules that the Office of Special Education and Rehabilitative Services' (OSERS) made available on its Web site on June 10. Comments are due by Sept. 6.
The draft regulations align IDEA '04 with the No Child Left Behind Act and may affect all aspects of school-based speech-language pathology practice, particularly provisions that deal with personnel qualifications, specific learning disabilities, and English language learners (ELL).
The public will have 75 days from the Federal Register publication date to provide comments to ED. Written comments or suggestions about the NPRM can also be submitted electronically to IDEAComments@ed.gov.
