New York Characteristics of State Teacher Requirements

The following information summarizes the requirements currently necessary to begin work in the public school system as an:

Audiologist or Speech-Language Pathologist

This information has been collected by researching individual state department of education regulations and policy documents, state administrative code provisions and by contacting each state department of education. Please be advised that regulations and policy may change at any time, so always check with your state department of education for the most up-to-date information.

Audiologist

State Licensure

  1. Master's degree or its equivalent (Equivalent is defined as an educational program that culminates in a graduate degree from a college acceptable to the department and shall include a practicum and 60 semester hours of specified courses of which not less than 30 semester hours shall have been at the graduate level.
  2. 300 hours of supervised practicum
  3. Nine months full-time supervised experience or equivalent part-time
  4. Passage of a national examination
  5. 21 years of age
  6. Good moral character

Continuing Education Requirement

30 hours of learning activities that contribute to continuing competence per triennial renewal period. At least 20 hours shall be in recognized areas of study pertinent to the licensee's professional scope of practice in audiology

Speech-Language Pathologist

Initial Speech and Language Disabilities (Valid for five years)

  • Baccalaureate degree from a regionally accredited institution of higher education or from an institution authorized by the Board of Regents to confer degrees and whose programs are registered by the Department with minimum cumulative G.P.A. of 2.5. This degree must include:
    • 30 semester hours in liberal arts and sciences
    • 30 semester hours in speech and language disorders
    • 21 semester hours in general pedagogy
    • Six semester hours in special education
  •  150 clock hours of supervised practicum with students with speech and language disabilities in early childhood, childhood, middle childhood and adolescence, including experiences in elementary and/or secondary schools
  • Passage of Liberal Arts and Sciences Test and Assessment of Teaching Skills-Written (New York State Teacher Certification Examinations)
  • Completion of Child Abuse Identification Workshop, School Violence Workshop and Fingerprint Clearance

    *To convert from Initial to Professional certificate under this option-individuals must evidence a master's degree from a regionally accredited institution of higher education or from an institution authorized to confer degrees and whose programs are registered by the department, three years of teaching experience in a public or nonpublic school and passage of the New York State Teacher Certification Examination content specialty test in the area of the certificate.

  • Valid New York State Speech-Language Pathology license
  • Completion of Child Abuse Identification Workshop, School Violence Workshop and Fingerprint Clearance

    *To convert from Initial to Professional certificate under this option-individuals must evidence:
  • Three years experience in speech and hearing in a Pre-K-12 school setting or its equivalent
  • Completion of professional development requirement of six semester hours of college coursework or 40 hours of coursework, or professional development approved by the employing school district in the content areas of:
    • Classroom management
    • Literacy education and the development of knowledge
    • Understanding and skills for general education teachers on impact of speech-language disabilities on learning in areas of the state Learning Standards.  Individuals holding state licensure must also pass the Liberal Arts and Sciences (LAST) Test, one of NY State Teacher Certification Examinations.

Continuing Education Requirement

CE is required only for holders of the professional teaching certificate. These individuals must complete 175 hours of professional development every five years.

Emergency Certification

During the 2004-2005 school year, the Commissioner may issue a limited number of Modified Temporary Licenses in areas of demonstrated shortages. Special Education has been identified as an area of demonstrated shortage. To obtain a modified temporary license for use by an uncertified individual, a superintendent of schools or the Chancellor of the New York City School District must certify to the Commissioner that no certified teacher is available for the position and that the temporary licensee will not be assigned to provide instruction in a school in need of improvement, a school designated as in corrective action, or in violation of the federal NCLB Act. The candidate who will teach under the modified temporary license must have earned at least the minimum degree necessary for the initial certificate sought (bachelor's), have completed 27 semester hours of content and/or pedagogy towards the initial certificate sought, and a passing score on the NY Liberal Arts and Sciences Test. A modified temporary license is only valid for the school year for which it is issued.
