The U.S. Department of Education (ED) recently issued final regulations governing specific provisions of the Personnel Development to Improve Services and Results for Children with Disabilities program authorized under part D of the Individuals with Disabilities Education Act (IDEA), as amended. These service obligations under special education regulations are effective July 5, 2006.
Major substantive changes in these final regulations from the regulations proposed in the notice for proposed rule making include:
- eligible employment options for scholars have been expanded; and
- the number of additional years allowed to fulfill a scholar's service obligation has been increased from three to five years.
