ASHA has learned from the U.S. Department of Education (ED) that the proposed regulations on Part B of IDEA 2004 is in final departmental clearance and is expected to be forwarded to the Office of Management and Budget (OMB) for review and approval. ED now anticipates that the IDEA Part B proposed regulations will be issued in early May.
ED has also scheduled of a series of public meetings across the country to seek comments and suggestions on the upcoming proposed regulations to implement programs under the recently amended IDEA. The public meetings will be held from 1 - 4 pm and from 5 - 7 pm in the following cities:
- San Antonio, TX on Mon., June 6
- Nashville, TN on Fri., June 17
- Sacramento, CA on Wed., June 22
- Las Vegas, NV on Fri., June 24
- New York, NY on Mon., June 27
- Chicago, IL on Wed., June 29
- Washington, DC on Tues., July 12

Details on specific locations will be provided along with the proposed regulations. ASHA will again be developing talking points to the proposed regulations to aid members in preparing their comments to present at these meetings.
An update on the development of implementing the IDEA 2004 regulations will be presented by Dr. Troy R. Justesen, Acting Deputy Assistant Secretary for the Office of Special Education and Rehabilitative Services (OSERS), via a Web cast. This presentation was scheduled on Wednesday, April 6; however, it has been rescheduled and the date is not yet known. It is expected that Dr. Justesen will outline the next steps in the process, as well as opportunities for the public to provide comment. He also plans to address some key issues raised during the comment period to help us understand some important changes introduced in this latest version of IDEA, as well as what those changes may mean for students, parents, and schools.
