2004 Resolutions of the Legislative Council and Assemblies

Councilors considered the following resolutions at the 2004 meetings of the Legislative Council and Assemblies or via Web Forum.  Resolutions were either approved, defeated, referred, or withdrawn.

Legislative Council

  • LC 1-2004 [Approved via Web Forum]
    Approve “The Roles and Responsibilities of Speech-Language Pathologists With Respect to Augmentative and Alternative Communication: Position Statement” and rescind the 1991 “Augmentative and Alternative Communication: Position Statement.”

    Approve the ASHA Strategic Plan
  • LC 3-2004
    Establish the Award for Early Career Contributions in Research
  • LC 4-2004
    Amend a previously adopted resolution (LC 9-98)
  • LC 5-2004 [DEFEATED]
    Approve continuation of Council on Professional Services Accreditation (CPSA) accreditation for programs that are currently accredited and whose accreditation cycle extends beyond the phase-out date of December 31, 2004, until the end of their accreditation cycles
  • LC 6-2004
    Amend LC 10-93 to clarify reimbursement to Legislative Councilors for the fall (convention) meeting of the Legislative Council
  • LC 7-2004
    Approve an ASHA membership dues/fees increase beginning in 2005
  • LC 8-2004 [WITHDRAWN due to approval of LC 7-2004]
    Approve recommendations of the Financial Planning Board to balance the 2005 budget
  • LC 9-2004
    Revise charge to the Council for Clinical Certification (CFCC)
  • LC 10-2004
    Approval of the Code of Fair Testing Practices in Education developed by the Joint Committee on Testing Practices
  • LC 11-2004 [DEFEATED]
    Request that the Executive Board investigate ways to reduce the cost of the Spring LC Meeting.

    Develop a program proposal to recognize SLPA training programs
  • LC 13-2004 [WITHDRAWN]
    LC urge EB to develop a program proposal for the registration of SLP assistants
  • LC 14-2004
    ASHA members who are full-time doctoral (i.e., research, clinical) students are permitted to join Special Interest Divisions as "students" in the Associate Affiliate categories with the same benefits and reduced membership fee that currently applies to NSSLHA members.
  • LC 15-2004
    Approve the 2005 budget for the American Speech-Language-Hearing Association. 
  • LC 16-2004
    Beginning in 2005, requests for replacement councilors, permanent or temporary, for duly elected councilors must be received by the Chair of the Committee on Credentials 30 calendar days prior to the first day of any scheduled face-to-face meeting of the Legislative Council.
  • LC 17-2004 [WITHDRAWN]
    Beginning with the 2005 spring meeting of the Legislative Council, ASHA authorized travel arrangements to the meeting must be made by councilors at least 21-days prior to the first day of the scheduled meeting.
  • LC 18-2004 [DEFEATED]
    The Continuing Education Board (CEB) add a requirement to the CE Activity application form requiring that the CE provider indicate the level of evidence supporting any diagnostic or treatment methods presented in the education session.
  • LC 19-2004 [REFERRED]
    The Legislative Council urge the Executive Board to develop an action plan to establish a communication network for nationwide access by lobbyists and governmental consultants of respective state associations.
  • LC 20-2004
    The Legislative Council establish an Ad Hoc Committee to review the efficiency and effectiveness of Council's committees and groups, including both Assemblies, relating to the conduct of businss of the Legislative Council to include their charges, composition, sequencing of function and resources.

    Approve Guidelines for Addressing Acoustics in Educational Settings
  • LC A/HS 3-2004
    Approve “Audiologists Providing Clinical Services via Telepractice: Position Statement”
  • LC A/HS 4-2004
    "Audiologic Assessment of Children From Birth to 5 Years of Age: Guidelines" be approved as ASHA policy.

Speech-Language Pathology/Speech or Hearing Science Assembly

  • LC SLP/SLS 1-2004 [Approved via Web Forum]
    Approve the statement, Roles of Speech-Language Pathologists in the Identification, Diagnosis, and Treatment of Individuals With Cognitive-Communication Disorders: Position Statement. 
  • LC SLP/SLS 2-2004 [Approved via Web Forum]
    Approve the document Knowledge and Skills Needed by Speech-Language Pathologists Providing Services to Individuals With Cognitive-Communication Disorders. 
  • LC SLP/SLS 3-2004
    Approve the document The Roles of the Speech-Language Pathologist in the Neonatal Intensive Care Unit (NICU): Guidelines
  • LC SLP/SLS 4-2004
    Approve “Role of the Speech-Language Pathologist in the Performance and Interpretation of Endoscopic Evaluation of Swallowing: Position Statement”
  • LC SLP/SLS 5-2004
    Approve “Speech-Language Pathologists Providing Clinical Services via Telepractice: Position Statement”
  • LC SLP/SLS 6-2004
    "Role of the Speech-Language Pthologist in the Performance and Interpretation of Endoscopic Evaluation of Swallowing: Guidelines” be approved as ASHA policy.
  • LC SLP/SLS 7-2004
    "Medicaid Guidance for Speech-Language Pathology Services: Addressing the "Under the Direction of" Rule (Position Statement)" be approved as a position statement of the American-Speech-Hearing Association.
  • LC SLP/SLS 8-2004
    The revised version of "Preferred Practice Patterns for the Profession of Speech-Language Pathology" be approved.
