The purpose of this document is to provide a brief background on the within-state distribution and use of funds (for Part B, ages 6 through 21) outlined in the 1997 amendments to IDEA, and to report the findings from interviews conducted with nine state education agencies (SEAs) on the impact of these IDEA provisions.
