Analysis of 2008 NCLB Title 1 Final Regulations Available

ASHA has prepared a detailed analysis [PDF] on select sections of the 2008 No Child Left Behind (NCLB) Title 1 final regulations. These final regulations became effective November 28, 2008 and amend current Title 1 regulations in the areas of assessment, accountability, public school choice, and supplemental educational services. The regulations were published in the October 29, 2008 Federal Register [PDF].

With input from a member advisory group, ASHA identified the following issues as significant to the professions of speech-language pathology and audiology: 

  • Assessments 
  • Disaggregation of data 
  • High school graduation rates 
  • Growth Models 
  • National Technical Advisory Council 
  • School Improvement and Supplemental Educational Services (SES) 
  • Other Issues—public school choice, highly qualified teacher
