The Office of Elementary and Secondary Education, U.S. Department of Education (ED), has released final regulations on Title 1 of the No Child Left Behind (NCLB) Act. The final regulations impact assessment, accountability, public school choice, and supplemental educational services. With the assistance of a member advisory group, ASHA is reviewing the final regulations, to determine its impact on the professions and on students with communication disorders. An analysis of these regulations will soon be available on ASHA's NCLB page.
The final regulations establish new requirements governing the provision of supplemental educational services (SES) and public school choice, to make sure that parents and students are informed of their options in a timely and effective manner. The regulations also contain provision to ensure that LEAs make effective use of funds to provide public school choice and SES.
An additional change to the NCLB regulations is in how states, local education agencies (LEAs), and schools will be held accountable for graduating students from high school. In the final rule, ED establishes a uniform and more accurate measure of calculating a graduation rate that is comparable across states.
