Citations and Ethics

I am confused and troubled about the letter, "Include Essential Citations," because the ASHA Code of Ethics (2003) states, "Individuals shall reference the source when using other persons' ideas, research, presentations, products in written, oral, or any other media presentation or summary" (p. 15). ASHA journals require that contributors follow the style specified in the Publication Manual of the American Psychological Association (5th ed., 2001). It would be assumed this would apply to references and citation of sources whether paraphrasing or directly quoting.
