Congratulations to the Portland, Oregon Public Schools (March 2; "Service Delivery Success"). Their accomplishment in the way they implemented speech-language services is remarkable. The changes came from within. They did not rely on or wait for legislation to be passed and inaugurated. If obtaining licensure is any example, a whole generation of speech-language pathologists could go by before changes in public school programs take place.
The people in Portland recognized the need to revamp speech-language services, and the whole district worked cooperatively and energetically in effecting these changes, consistent with a workload analysis model. An enlightened school administration and staff made the changes possible.
