  • ED Announces Growth Model Pilot for NCLB
    U.S. Secretary of Education, Margaret Spellings, has announced a pilot program designed for qualified states that are interested in submitting proposals to develop growth models for determining whether schools make adequate yearly progress under the No Child Left Behind (NCLB) Act. As part of the pilot, the ED will approve a maximum of 10 high-quality growth models in 2005-06. In the near future, the Department will release a letter outlining the key elements that states must address when submitting a growth model proposal. These models could enable states to provide schools with credit for the academic growth of individual students even if their test scores fall short of state standards. For more information, please view the press release on the Department of Education's Web site.
  • Texas Supreme Court Rules School Funding Formula Unconstitutional
    The Texas Supreme Court ruled that Texas was using an unconstitutional state property tax to fund its education programs. In its long awaited decision, the court ordered the state to refrain from enforcing a cap on property taxes which forced some districts to limit the amount of money that they could spend on education and required more affluent districts to share their revenue. The court also ordered the legislature, which has failed over the past two years to pass a tax package to finance schools, to find a solution by June, 2006 or the schools would not open in the fall.
  • Court Dismisses NEA Lawsuit Against the Department of Education
    US District Court Judge Bernard Friedman dismissed the NEA's claim that the No Child Left Behind Act (NCLB) is an unfunded federal mandate.  In his ruling Judge Friedman distinguished between the Department of Education (ED) and Congress, saying that Congress can order states to spend their own funds to meet the federal requirement but that Section 9527(a) of NCLB prevents ED from imposing additional unfunded requirements. NEA plans to appeal the ruling.
  • ASHA Announces New School Funding Advocacy Resource
    ASHA's School Finance Committee developed this resource in an effort to help ASHA members better identify and understand the complex and multiple funding processes involved in public school-based services from federal, state, and local perspectives. Included in the School Funding Advocacy page you will find:

  • Kansas Announces Speech-Language Guidelines for Schools
    The Kansas State Department of Education recently released the document, Speech-Language Guidelines for Schools [PDF, 1.7MB]. This document has three purposes: (1) to support a focus on improved results for children with disabilities, (2) to provide updated information on federal and state legislation pertaining to special education services for children with disabilities, and (3) to ensure speech-language pathologists have access to best practice information for speech-language pathology services for children in Kansas schools. The guide is available online.
  • 30th Anniversary of IDEA Special Education Law
    November 29, 2005 marked the 30th anniversary of the Individuals with Disabilities Education Act, originally known as the Education for All Handicapped Children Act, which was signed into law by President Gerald Ford on Nov. 29, 1975. Access details on U.S. Secretary of Education Margaret Spellings statement on this milestone.

  • National Center for Culturally Responsive Educational Systems Announces New Assessment Guide
    The National Center for Culturally Responsive Educational Systems (NCCRESt) announces Equity in Special Education Placement: A School Self-Assessment Guide for Culturally Responsive Practice by Heraldo V. Richards, Alfredo J. Artiles, Janette Klingner, and Ayanna Brown. The assessment is now available online. This tool is an instrument that allows schools to conduct a self-assessment of their programs and practices in five domains: (a) School Governance, Organization, Policy and Climate, (b) Family Involvement, (c) Curriculum, (d) Organization of Learning, and (e) Special Education Referral Process and Programs.

    NCCRESt is making this tool available now, but is currently conducting a pilot study of this tool to ensure its reliability and validity. NCCRESt is seeking elementary schools to participate in this pilot. For more information or nominate a school to participate.
