- ASHA's Analysis of 2006 IDEA Part B Final Regulations Now Available
The Part B final regulations to implement the recently enacted changes to the Individuals with Disabilities Education Act (IDEA) as amended by the Individuals with Disabilities Education Improvement Act of 2004, commonly known as IDEA 2004, were published in the Federal Register on August 14, 2006. ASHA has developed analyses of the final regulations focusing on the impact on speech-language pathology and audiology services in school settings that is accessible on ASHA's IDEA Action Center Web page (member benefit). The Department of Education has also released model forms, notices of procedural safeguards, and prior written notices. - Early Reading First Awards Announced
The U.S. Department of Education has announced the award of nearly $102 million in Early Reading First grants to 32 recipients in 25 states to improve language and literacy skills in young children. - Federal Review of Reading First Finds Flaws in Grant Process
The U.S. Department of Education's (ED) Office of the Inspector General (OIG) recently released a report which found that the grant approval process for the Reading First program was fundamentally flawed because of ethics violations and favoritism. The report substantiates claims by publishers of reading programs that ED officials may have steered the grants toward applicants who utilized favored reading programs and instructional methodology and found that the method used to screen applicants for conflicts of interest was "not effective." - Fall Forum on Strategizing Solutions to SLP Personnel Shortages
The Fall Forum on Strategizing Solutions to SLP Personnel Shortages was held in Rockville, Maryland, Sept. 28 through Sept. 30, 2006. Invited participants including representatives from university academic programs, state education agencies and school districts, health care settings, government agencies, and recruitment agencies, met to brainstorm and discuss implementation of innovative solutions to address personnel shortages. The format for the meeting included presentations of successful models and partnerships and small group discussions to generate additional solutions and implementation strategies. - ASHA's Schools Finance Committee Launches Redesigned Web Site
Recently, ASHA's School Finance Committee (SFC) developed and conducted an online review of the SFC Web resources. Based on the comments and suggestions received from member reviewers, the new SFC Web page includes the following: Medicaid Funding Flow Chart-provides an overview of how Medicaid monies flow from the federal government to state and local school districts. Local Grant/Philanthropic Funding Table-lists existing opportunities to secure local funds for programs and projects with a brief synopsis of the award(s), requirements, and contact information Tips for Grant Writers- offers a brief tutorial on writing a successful grant Deal Makers/Deal Breakers-provides recommendations from the experts, including tips and advice for developing successful advocacy strategies and avoiding pitfalls. Q: What is the role of the school-based speech-language pathologist in the Responsiveness to Intervention (RTI) process?
A: Speech-language pathologists (SLPs) can play a number of important roles in using RTI to identify children with disabilities and provide needed instruction to struggling students in both general education and special education settings. But these roles will require some fundamental changes in the way SLPs engage in assessment and intervention activities.
