- OSEP Clarifies Number of IDEA Issues for SLPs
The U.S. Department of Education's Office of Special Education Programs (OSEP) has clarified a number of issues of importance to ASHA members who work in school settings. This guidance will further aid members in the interpretation of the 2006 IDEA Part B final regulations that implement changes in the newly reauthorized IDEA 2004. Issues include eligibility and adverse affect, missed sessions, and service delivery options.
- NCLB 2% Final Rule Released [PDF]
The U.S. Department of Education (ED) released final regulations to allow states to assess certain students with disabilities using an alternate assessment, commonly referred to as the 2% rule, under the No Child Left Behind (NCLB) Act. Specifically, states may develop modified academic achievement standards based on grade-level content – and alternate assessments based on those standards – for students with disabilities who are capable of achieving high standards but who may not reach grade level in the same time as their peers. Effective May 9, 2007, the regulations permit states to count 2% of proficient and advanced scores on these alternate assessments when measuring adequate yearly progress (AYP). Contact Catherine D. - ASHA Urges Congress to Increase IDEA & EHDI Funding [PDF]
In testimony to members of Congress, ASHA President Noma Anderson urged Congress to approve a 10% increase in funding for the Early Hearing Detection and Intervention (EHDI) program, a 50% increase in funding for Part C of the Individuals with Disabilities Education Act (IDEA), and a $2 billion increase in funding for IDEA Part B for fiscal year 2008. - IDEA Full Funding Bill
Senators Tom Harkin (D-IA) and Chuck Hagel (R-NE), along with 11 other senators, recently introduced S. 1159, the IDEA Full Funding Act. The bill would gradually increase IDEA funding to 40% by 2016. ASHA members can visit the Take Action Web site to encourage their members of Congress to increase the federal IDEA contribution to 20% in 2008 and to co-sponsor the full-funding bills. Q: Is childhood apraxia of speech (CAS) a recognized clinical disorder? What are the core characteristics? How should it be assessed and treated? Are there resources available from ASHA to share with parents and colleagues?
A: ASHA recently published a technical report and position statement titled Childhood Apraxia of Speech in response to these pivotal questions. The technical report addresses four questions most often asked about CAS, while the position statement reflects ASHA's official policy related to CAS. ASHA's public web page on CAS includes an overview of the disorder suitable to share with parents and colleagues.
