- NCLB Reauthorization Top Priority
The incoming chair of the House Education and Workforce Committee, Rep. George Miller (D-CA), lists the reauthorization of the No Child Left Behind (NCLB) law as a top priority. In stating his concerns about the law, Miller stressed the three key areas the committee needs to address to enact reauthorization legislation this year:
- Growth: Design an adequate yearly progress (AYP) system that will recognize "growth models."
- Subgroup Accountability: Direct attention to English language learners (ELL) and students with disabilities to ensure that they receive appropriate assessments and the same educational opportunities as other students.
- Financial Support: Ensure adequate funding of NCLB, including professional preparation and development fund.

- Licensure Bill Passes in DC
The District of Columbia City Council passed licensure legislation for the professions of audiology and speech-language pathology on Dec. 5, 2006. The legislation is expected to be signed by Mayor Adrian Fenty in the near future. With the passage of this legislation, all 50 states and the District of Columbia will regulate audiology; 47 states and the District of Columbia will regulate speech-language pathology. For further information, contact Susan Pilch, ASHA's director of state legislative and regulatory advocacy, at spilch@asha.org.
- Montana Training Program Approved
The University of Montana (UM) Faculty Senate voted overwhelmingly to pass a School of Education proposal to re-establish programs for bachelor's and master's degrees in speech-language pathology. The vote came after months of deliberation, critiques, and, ultimately, endorsements from two high-level campus committees, the Graduate Council and the Academic Standards and Curriculum Review Committee. UM President George Dennison, a strong supporter, is expected to sign the proposal and advance it to the Montana Board of Regents for its January 18-19 meeting in Helena. If the Board of Regents and State Commissioner of Education Sheila Stearns approve the proposal, the final step would be to seek one-time-only fiscal support from Gov. Brian Schweitzer and the Montana state legislature to initiate the program. For more information, contact Janet Deppe at jdeppe@asha.org.
- ASHA's CCC Satisfies Federal Medicaid Requirements in CA
A two-tier credential in speech-language pathology aligned with ASHA's Certificate of Clinical Competence does satisfy federal Medicaid personnel standards for speech-language pathologists in California, according to a bill signed into law by the governor of California and confirmed by the state's attorney general. Assembly Bill (AB) 2837, signed into law in September 2006 pending confirmation by the California Attorney General, was confirmed Nov. 30, 2006 in AG Op. # 06-1011 [PDF], drafted by Deputy Attorney General Daniel Stone.
