ASHA submitted an 18-page comment letter to the U.S. Department of Education in response to its notice of proposed rulemaking (NPRM) on the Early Intervention Program for Infants and Toddlers with Disabilities under Part C of the Individuals with Disabilities Education Improvement Act of 2004 (commonly known as IDEA 2004). This appeared in the Federal Register on May 9, 2007. The proposed regulations affect students with communication disorders and hearing loss and audiologists and speech-language pathologists who provide services to these students.
ASHA expressed concern about a number of issues, including: 1) personnel standards; 2) definition of speech-language pathology services; 3) team models; and 4) strengthening the relationship between Early Hearing Detection and Intervention (EHDI) and Part C systems.
