ABSTRACT: Amends LC 10-93 to clarify reimbursement to Legislative Councilors for the fall (convention) meeting of the Legislative Council.

RESOLVED, That members of the Legislative Council, including the National Student Speech-Language-Hearing Association representatives, receive a [per diem] stipend of $100 for each full day and $50 for each partial day that the Legislative Council meets at the convention meeting; and further
RESOLVED, That [a $100 per diem] the stipend designated in the first resolved be paid only to those Legislative Council members who are present for the full Council; and further
RESOLVED, That the designation of full and partial days be determined by the Legislative Council Agenda Setting Group.
[RESOLVED, That the $100 per diem take effect for the 1994 Legislative Council; and further
Resolved, That a mechanism for implementing a $100 per diem reimbursement to LC members be developed by the Legislative Council Coordinating Committee by April 1994.]
RATIONALE: When LC10-93 was passed in 1993, the Legislative Council was typically meeting for three full days during the fall meeting. The resolution used the term “per diem” and indicated that this per diem would be paid for each “full day” of the meeting. When the LC added a second face-to-face meeting in 1998, there was a gradual shift in the number of resolutions and other types of business items that were conducted at each of the meetings. Then, in 2002, the LCCC recommended that the fall meeting be shortened to two days and that another day be added to the 2-day spring meeting. Although this decision added expenses to the spring meeting, these expenses were partially offset by the reduction in the per diem for the fall meeting. In the fall 2002, the two-day LC meeting was scheduled for a half-day on Friday, a full day on Saturday and a half-day on Sunday. At that time, there was disagreement about how to interpret the “per diem” as the 2-day meeting was scheduled over three days (one full and two partial). The purpose of this resolution is to amend the language in LC10-93 to reflect that a specific monetary “stipend” (rather than a “per day” amount) will be paid for each full and partial day that LC meets. This reflects the original intent and interpretation of LC10-93, and will give the LC Agenda Setting Group more flexibility in designing the agenda within the planned budget. The final two resolved statements in LC93-10 have been deleted as they refer to earlier implementation procedures and are no longer relevant. There is no budget impact, as the dollar amount of the stipend will not change.
