ABSTRACT: Approve the ASHA Strategic Plan.
RESOLVED, That the American Speech-Language-Hearing Association Strategic Plan: 2005–2007 be approved.
RATIONALE: BACKGROUND: The last ASHA Long-Range Plan was operational from 1994–1999. Since that time, the Association has used a planning process that identifies issues needing immediate attention and has identified them as Priority Issues or Focused Initiatives. ASHA does not have a strategic plan that provides a vision for the future of the Association. A strategic plan would enable the Association to strive for this vision by identifying issues that are barriers to achieving the vision, set desired outcomes, and develop specific strategies for attaining these outcomes. The intent of the strategic plan is to sharpen the Association’s focus so that Association resources are optimally used to achieve the Association’s vision. The strategic plan and strategic planning process provide a disciplined effort to produce fundamental decisions and actions that shape and guide what ASHA does—with a focus on the future.
Although the Vision, Envisioned Future, and Issues provide the long-range direction for the Association, the outcomes related to the issues are for a three-year period. This is because in order to be successful, any strategic planning process and strategic plan must be dynamic, ongoing, adaptive, and responsive to the Association’s internal and external operating environment. The environment in which ASHA functions is indeed changeable, often in unpredictable ways. Strategic planning stresses the importance of making decisions that will ensure the Association’s ability to successfully respond to changes in the environment. By having a Vision for the future and a planning process that will provide for determining, on a 2–3 year basis, if ASHA is moving towards achieving the Association’s envisioned future, changes can be made that are responsive to the internal and external factors in the environment that impact the Association.
2004 REVISION: Based on the discussion and comments made on the plan during the November 2003 meeting of the Legislative Council, the plan has been revised to incorporate suggestions made by the LC.
PEER REVIEW: The draft ASHA Strategic Plan was developed by the Strategic Planning Work Group that included members of the Legislative Council Assemblies, the Executive Board, and members of the National Office staff. The plan was sent out for select peer review by several ASHA leaders. Following this review, the plan was discussed with and sent to the Legislative Council for peer review. Based on comments received from six councilors, the plan was revised and submitted for widespread peer review by all members. Forty-eight members submitted responses. Forty-two agreed with the content of the plan and 15 submitted written comments. Six members did not agree with the content of the plan and submitted comments. Based on the comments received, the plan was revised and submitted to the LC for consideration during its November 2003 meeting..
