Abstract: To amend a previously adopted resolution (LC 24-2000) relative to term limits and role of speaker
RESOLVED, That the second resolve clause of LC 24-2000 be amended by inserting "the business portion of" between the words "over" and "all" so this resolve clause would read: "That the Speaker of the Council be charged as follows: Preside over the business portion of all meetings of the Legislative Council...."; and further
RESOLVED, That the seventh resolve clause be amended to delete "an indefinte number of" and insert "three consecutive" so this resolve would read, "...and that the Speaker may be reelected by the Legislative Council to serve three consecutive terms provided he or she meets all eligibility criteria."
RATIONALE: In order to respond to the previous discussion by Council on the issue of term limits, LC 24-2000 will need to be amended. This resolution will amend LC 24-2000 to allow for term limits and to better explain the facilitator role of the Speaker. [A copy of LC 24-2000 can be found on pages D-22 and D23 in the Spring LC Workbook.]
OUTCOME(S): This resolution will serve to enable the implementation of a Speaker Description which contains term limits specifications.
BUDGET IMPACT: There are no incremental expenses to implement this resolution.
PROGRAMMATIC IMPACT: If this resolution passes, it will provide term limits for the Speaker and more clearly identify his/her responsibilities. If this resolution does not pass, then the Speaker will be able to serve an indefinite number of terms, if he/she is elected.
