Abstract: Require that a policy change resulting in a Bylaw change be contained in a single resolution

RESOLVED, That the Special Rules be amended to read: Any resolution to be considered at a single meeting of the Legislative Council, which requires a policy change and resulting Bylaws change, be contained within one resolution.

RATIONALE:  Policy changes require a majority vote and bylaw changes require a 2/3 vote.  If you pass a policy and then consider bylaw changes that do not pass, the original resolution becomes null and void.  Logically, there is no reason to separate these resolutions when the issue and the bylaws changes are being proposed at the same meeting.

OUTCOME(S):   Will facilitate Council’s ability to handle policy matters that impact Council and the Association.  This change may make it more difficult to initiate change that also requires a Bylaws change because of the requirement for two-thirds approval rather than a majority.
