Abstract: Reduce the membership of the Operational Procedures Review Group (OPRG) from 17 to 6
RESOLVED, That the operational procedures of the Operational Procedures Review Group be amended as follows (parts in brackets are to be deleted; parts underlined are to be added):
The committee is composed of [the chair of Legislative Council,] the Assembly Coordinators [and Associate Coordinators, the two floor managers—one from each Assembly], the chairs of the Legislative Council Coordinating Committee, [and chairs of] the Committee on Credentials and Committee on Special Rules, and the President Elect who shall serve as a nonvoting member.
RATIONALE: Currently, the OPRG consists of 17 members: seven members of LCCC, the chairs of the Committee on Credentials and Special Rules, the chair of Legislative Council, the President Elect, two coordinators, two associate coordinators, and two floor leaders. Nearly all of the business of this group has been conducted via conference call or in face to face meetings at regularly scheduled meetings of the Legislative Council. Only one face to face meeting at another time has been held.
The operational procedures for OPRG were approved by LC in late 1999, and during 2000, OPRG has refined the review procedures to be used, developed a template to be used by LC committees to file required operational procedures, and established time lines for the approval of these procedures. During this organizational process, it was imperative to have broad representation from LC serve on the OPRG. Now that that process has been completed, it is felt it would be more expedient and fiscally prudent to reduce the size of OPRG from the current 17 to 6 members. Those recommended to constitute OPRG include 3 individuals elected by the full LC to committee positions, 2 individuals elected by their respective Assembly, and the President Elect.
OUTCOME(S): The smaller size of OPRG will facilitate scheduling of conference calls, will result in savings to the Association (conference calls currently cost approximately $25/hour/member, and mailing costs would be reduced as well), and is judged adequate to perform the tasks necessary.
BUDGET IMPACT: Budget is requested to support three two-hour conference calls and some correspondence. This represents a savings of $1400 from the 2000 budget for these items. A face to face meeting was also held in 2000. If a face to face meeting is judged essential, it would cost less for a committee of 6 members than for a committee of 17 members.
PROGRAMMATIC IMPACT: Approval of this revision to the membership in OPRG is fiscally sound and fits with the philosophy of reducing nonvital superstructure in Association operations. Failure to approve this resolution would result in maintenance of the status quo.
