Abstract: Approve the position description for Speaker of the Council
RESOLVED, That the Position Description for Speaker of the Council be approved; and further
RESOLVED, That the Special Rules be amended to add “H. Speaker of the Council Position Description, see Appendix A.”
RATIONALE: In November, 2000, the Legislative Council approved LC 24‑2000, which established the position of Speaker of the Council. The document attached to this resolution provides specific parameters of this position. An attempt has been made to put this in a similar format as the operating procedures for the committees of the LC. This position description should provide clarifications to the concerns expressed by some members of the LC during the November discussion period and the list serve discussion that followed that meeting and allow a smooth transition for implementation of this position.
OUTCOME(S): This resolution provides a position description for Speaker of the Council, including the roles and responsibilities as well as the mechanism for electing this person and evaluating the parameters of the position.
BUDGET IMPACT: The budget impact would be only the printing and publishing of this document with the other LC documents.
PROGRAMMATIC IMPACT: If passed, this resolution will clarify for members of the LC what the roles and responsibilities are for the Speaker. The implementation for the Speaker will be much better understood by all involved. If not passed, the procedures within LC 24‑2000, will be followed with some "open" interpretation that may create confusion on the part of the LC.
